Form AE-TO-2A appears to be slightly different from Forms 2B and 2C in several respects:
- the same type of information is included in the heading but sometimes in different places.
- more dramatically is the observation that THE RATES ARE DIFFERENT.
Form 2A was printed in 1918 during the period 1902-1923 when new rates were established for the Commonwealth. These rates changed on 1 October 1923 - after which Forms 2B and (the majority) of 2C were printed. These forms therefore incorporated the changed rates and the opportunity was taken to modify the formats slightly.
